Typhoon "Fengshen" Will Impact Indochina Peninsula and Adjacent Seas

Vietnam, Laos, and Cambodia Continue Will experience Intense Rainfall

At 8:00 AM on October 21st (BJT), Typhoon "Fengshen" was located approximately 135 kilometers northeast of Sansha City (Xisha Yongxing Island), Hainan Province, in the mid-western part of the South China Sea. It is expected that "Fengshen" will move southwestward at a speed of 10-15 kilometers per hour, with its intensity likely to increase. The storm could reach the strength of a severe tropical storm (28-30 meters per second, or 10-11 on the Beaufort scale). This afternoon to tonight, it will pass over the Xisha Islands and then head towards the central coast of Vietnam, gradually weakening in intensity (Figure 1).

Affected by Typhoon "Fengshen" and a cold air mass, heavy to very heavy rain is expected in central and southern Vietnam, southern Laos, and Cambodia from October 21 to 23, with localized extreme downpours. From October 24 to 28, due to the influence of an easterly airflow, these regions will continue to experience intense rainfall. Additionally, influenced by a tropical disturbance, moderate to heavy rain, with localized heavy downpours, is forecasted for most areas of Malaysia and Indonesia from October 21 to 28. The cumulative precipitation in these regions is anticipated to reach 60-120 mm, with some areas receiving 160-220 mm and localized totals exceeding 250 mm. Notably, parts of southern Quang Binh Province, Quang Tri Province, Thua Thien Hue Province, and northern Quang Nam Province in Vietnam could see accumulations surpassing 400 mm, indicating a certain degree of extreme rainfall (Figure 2). Attention should be given to the adverse impacts of strong winds and rain on power facilities, transportation, and other sectors, as well as the potential for heavy rainfall to trigger secondary disasters such as flooding, landslides, mudslides, and urban waterlogging.
