Introduction of the Multilingual Laos Warning Issuance System
The Multilingual Laos Warning Issuance System (MLWIS) is an information system jointly developed by the China National Early Warning Information Issuance Center and the Laos Department of Meteorology and Hydrology (DMH). The system aims to support multi-level warning issuance and dissemination at national and provincial levels in Laos. It was developed based on an analysis of Laos' meteorological warning operations, taking into account local operational development needs, geographical environment, and institutional application requirements. It comprehensively enhances Laos' warning issuance capabilities through functions such as warning issuance, channel integration, operational configuration, and system management. It also aligns with global warning issuance frameworks, and serves the United Nations "Early Warnings for All" initiative.
I. Main Functions of the System
1. Warning Information Issuance
Warning Information Issuance is the core function of the MLWIS. It supports automated strategies that adapt to user scenarios. For example, users can customize a message efficiently based on predefined templates in the system. They can select the warning type, severity, or affected areas, then populate a template to automatically generate a new CAP file. It also supports manual drawing of affected areas on the map. For practical applications, the system supports issuing different information types, such as warnings, alerts, and advisories. Once approved, the CAP files are pushed to various dissemination channels.


2. Warning Dissemination Methods Integration and Implementation
Warning Dissemination Methods Integration and Implementation allows users to customize and add channels based on multi-channel configuration options. Several dissemination channels have been established, including SMS, email, enterprise WeChat, WeChat official accounts, and TikTok (Douyin). Warnings are also published directly through the Global Multi-hazard Alert System - Asia (GMAS-A), which can also monitor the dissemination status for each channel.



3. Warning Operational Configuration
Warning Operational Configuration supports system managements. It includes configuration of warning event type, warning issuance process, issuance template, and issuance strategy. Warning event type configuration defines which warning types are issued and how they are categorized; warning issuance process configuration allows users to customize approval workflows; issuance template configuration enables predefined templates to be maintained in advance, which can be directly applied to make the issuance process more convenient and efficient; issuance strategy configuration maps each warning type to its corresponding channels based on the issuing organization.




Warning Status Display provides an overview of national warning status. It displays national warning issuance situation (in the past 24 hours), important warnings, warning issuance situation by departments, pending alerts, and nationwide quality control situation.

System Management is a basic module of the system. It mainly involves the maintenance and management of system users, affiliated organizations, and role permissions. Within this module, new users, organizations, and roles can be added or assigned.
