MAZU

Multi-hazard Alert Zero-gap Universal

China Intelligent Meteorological Early Warning Solution for Global Early Warning Capacity Development

In 2022, the United Nations launched the Early Warnings for All (EW4All) initiative, aiming to ensure that everyone on Earth is protected by early warning systems. In response, the China Meteorological Administration (CMA) proposed MAZU (Multi-hazard, Alert, Zero-gap and Universal) - China intelligent meteorological early warning solution for supporting global early warning capacity development. MAZU integrates a full spectrum of disaster risk governance assets, including disaster risk knowledge, cutting-edge technologies, products, operational systems, service tools, equipment, and practical experience in disaster prevention and mitigation.

MAZU at a Glance

What MAZU consists of, what it delivers, how cooperation is conducted, and what it covers.

How Does MAZU Work?

What Does MAZU Cover?

01One Core Goal

Build Sustainable "Warning-to-Action" Capacity

  • Identify disaster risks at an earlier stage
  • Determine impact scope and severity more accurately
  • Issue early warnings in a timelier manner
  • Organize responses by departments and the public more effectively
  • Continuously upgrade domestic early warning capacities
02Three Major Carriers
Cutting-edge Meteorological Technology & AI – The Technical Engine Fengyun satellites, domestic NWP models (CMA-GFS/GEPS/MESO), the Feng series AI models (Fenglei, Fengqing, Fengshun, Fenghe), cloud platforms and weather modification.
Cloud-based Early Warning System (CEWS) – A Shared Operational Environment A unified cloud environment integrating satellite data, models, AI forecasts and warning products for daily monitoring, forecasting and warning operations; public cloud access plus localized deployment.
Menu-style Supply & Customized Service Platform – Bridging Technical Capabilities and Local Demands A service catalogue of shared products, technologies and services, turning cooperation intentions into tangible projects through demand assessment, solution design, joint implementation, verification and evaluation.
03Three Categories of Support Systems
Governance Mechanism & Operational Process SupportGovernment leadership, warning-triggered activation, cross-departmental coordination and public participation, with tiered "3-1-6-1" progressive meteorological services.
Operational Support & Capacity BuildingSatellite emergency observation, expert consultation, joint consultations, product interpretation, forecaster and administrator training, visiting scholars and joint research.
Data SupportGlobal climate datasets, the Earth System Data Platform, localized disaster data collection and analysis, and multi-source data fusion tools.
